The phenomenon of stealing energy at low-voltage side is serious. A method for measuring directly on high-voltage side is presented in this paper. Firstly, the working principle and characteristics of high-voltage electrical energy meter (high-voltage meter) are analyzed, and then a kind of testing device which can realize the whole traceability testing for high-voltage is developed. The device can be used to detect high-voltage meters with different sampling modes. The qualified high-voltage meter is used in the anti-stealing energy monitoring and early warning and line loss management. This paper combines the energy of high-voltage meters and the mathematical model of anti-stealing energy, and establishes the anti-theft early warning analysis platform. It has greatly promoted the development of anti-theft work and the lean management of energy metering.
