A systematic literature review and questionnaire-based surveys were performed. The review result from 46 original papers reveal 12 key enablers influencing cloud computing adoption and acceptance. These enablers were then ensured in the Thai government context by collecting data from 274 respondents during July - October 2017 and 216 practitioners during May - July 2019. The data were analyzed by stepwise multiple linear regressions.
