A fivelayer architecture decision platform model of data, knowledge, application, decision and feedback is designed and constructed, and the platform integrates the functions of data mining, machine learning, knowledge discovery, collaborative research and decision communication. It meets the needs of deep calculation and discovery of think tank experts’knowledge, openness of managers’ decision-making process and scientific decision-making, and participation of innovators, especially innovatively constructs a closed-loop workflow of forward decision-making process and reverse feedback process, which enables think tank experts, decision makers and scientific and technological innovators to interact on the platform.
