Most of the websites scored highly on the level of authority, relevance, quality of text, organization of the website, and time to download. The level of attractiveness, content accuracy, objectivity, currency of information, use of multimedia, and multi-language required significant improvements while the use of social media and evidence of security and privacy of the information was hardly visible. Abstract

Governments are increasingly using web-based portals to provide information and cost-effective service delivery. While some e-government websites have delivered the intended goal, others are still struggling. This study assessed the quality of the e-government websites using a three-step investigation methodology. Firstly, the quality attributes were generated from literature, then a conceptual framework for e-government websites with four quality dimensions was developed, and lastly, an observation instrument was used to measure the quality attributes of 78 Uganda e-government websites.
