Enterprise democracy and worker voice

Abstract

The new economic governance arrangements with sectoral collective bargaining at their core is the proposed centre-piece of labour law reform. But although this will impose obligations on all employers, it does not exhaust what is necessary to achieve a measure of workplace democracy. In this, it is important that the trade union voice extends horizontally across sectors, but also vertically within firms, from the shop-floor and the workplace to the boardroom and the company meeting.
