Abstract

Engineering changes are not just critical evidences for engineering settlement between the two contracting parties in engineering construction, but also involve in the reallocation of responsibilities and risks such as laws, regulations, structural safety, technical standards, engineering scope, government acceptance, government supervision on quality and safety, health and epidemic prevention, planning, quality standards and fire control, etc. The feasibility evaluation on engineering changes under bill of quantities mode can better reflect its importance and necessity.
