The traditional cluster partition method based on single criterion cannot meet the needs of network planning and operation. In this paper, the structural requirements, functional requirements and flexible requirements are fully considered in the cluster division, and a comprehensive evaluation index system for cluster division is established. Then comprehensive evaluation method is proposed. The trapezoidal membership function is used for fuzzy evaluation, and the order relation method is used to determine the index weights.
