And then, the best coefficient of the penalty system is calculated by hyper-parameter algorithm. Finally, the best coefficients of the penalty system and the function that can be fitted by the set of the best coefficients. Abstract

There are some defects in the traditional evaluation method for reward and penalty system of distribution network engineering contractors. As the number of engineering projects contracted is increasing, the possibility of making mistakes by contractors is increasing as well. In this way, the punishment for the contractor which contracts more engineering projects will be more. To solve the problem, this paper presents an evaluation method based on data-analysis. 配电网工程承包商奖惩制度的传统评价方法存在一定的缺陷。随着工程承包数量的增加,承包商犯错的可能性也在增加。这样,承包较多工程项目的承包商受到的惩罚就会更大。为了解决这一问题,本文提出了一种基于数据分析的评价方法。首先,我们依次计算项目的罚分,并设定总罚分的目标。其次,综合各项目的系数,计算各项目的罚分,并计算目标函数。然后,采用超参数算法计算惩罚系统的最佳系数。最后给出了惩罚制度的最佳系数和最佳系数集所能拟合的函数。结果表明,该方法能够客观地解决配电网工程承包商的处罚制度问题,并对其进行评价。
