PROPOSTA, PONDERAÇÕES E VANTAGENS PARA UM SISTEMA ELEITORAL DISTRITAL MISTO NO BRASIL

Abstract

: The aim in this paper is to present a proposal to reformulate the Brazilian electoral system, as well as a new proposal for an electoral calendar. The proposals are aimed at reducing campaign costs, bringing voters closer to legislative candidacies and strengthening parties. In the proposal a scheme is presented in which part of the federal deputies are chosen by majority vote in two rounds, or “ballotage”, as adopted in France dos and its colonies. Alternatively, another portion of the deputies is chosen from the pre-ordained party list in convention. It should be noted that the combination of majority districts and proportional lists is adopted in at least ten countries, including Germany, Japan, South Korea and Mexico, all with a massive and multiparty population.
