In extreme cases, local elections become a ritual with a known result, and the voter loses the ability to influence their representatives. At the same time, from 2002 to 2018, the number of candidates for municipal councils fell by 38%. Both phenomena may be a signal of problems that harm Polish local democracy. Competitive elections are the basis of democracy; without them there is no freedom of choice. Elections without competition are associated with the façade nature of elections in undemocratic systems.
