Each of defined services serves distinct purpose. Here, we propose some more fundamental services which are still undefined to the researchers in most of the cases. Each type of utility service is shown with an example which is interrelated with the engineering college scenario. An engineering college hierarchical framework is used as a case study where in each cloud is defined as a private or public or hybrid cloud. Abstract
