The SPBE value shows the SPBE implementation quality is still below the expected value, which is 3. By using COBIT 5 Framework, this research obtains levels of selected process capabilities, i.e. EDM05, APO01, APO04, APO06, are below 3rd level (Established). The information and communication technology development has increased to fulfil processes of an organization.
