At the final stage, the methods of linear and non-linear optimization are applied to decrease the impact of DM's subjectivism. The fact that the implementation of the radical changes in more than two TPP subsystems in one project is not expedient is demonstrated. Abstract

When modernizing the thermal power plants (TPP), environmental, economic, technical, risky and other criteria should be taken into account. The modernization can bother one or several subsystems of TPP.
