The decision maker's (DM) subjectivism is one of cons of some methods of choose when estimation of criteria priorities for alternative projects is being performed. In this paper, the choose of modernization strategy of Novocherkassk GRES is performed using the Saaty's method. At the final stage, the methods of linear and non-linear optimization are applied to decrease the impact of DM's subjectivism. The fact that the implementation of the radical changes in more than two TPP subsystems in one project is not expedient is demonstrated.
