La excepcionalidad de Porto Alegre: presupuesto participativo y redes de políticas

Abstract

In this paper we adopt the network approach to analyze the formulation of the participatory budgeting (PP in Spanish) policy in the city of Porto Alegre (Brazil). The question that we try to answer is why did the PP arise in Porto Alegre? The hypothesis is that the especial characteristics of the network established at the local level between political, social and institutional actors were determinants for the emergence of this innovation. The analytical framework used is provided by Montpetit (2005), while, at the methodological level, the case study is fundamentally based on secondary information, collected from previous academic research.
