Abstract

In 2003, Iraq witnessed a shift towards decentralized governance patterns, with the intent of searching for maximizing the handling of resources, and problems at the local levels, which could not be given priority or attention by the federal government, allowing for a large interaction space between the citizen and government institutions. Emerged in Iraq, as a result of many errors, negatives and circumstances, groups, fragile, whose political, economic, administrative and cultural activities could not give them an important space, enabling them to be able to provide an appropriate performance that serves their reality and the reality of society and the state, in this research will focus on those groups And how did local governments interact with it.
