Combining with the concept of the smart grid, this paper establishes an index system that evaluates the smart grid comprehensive development level. It starts from three aspects: infrastructure, operational effectiveness, and policies and regulations. This paper combines ANP weighting method and the Emma-Kantiratry weighting method to obtain an integrated weight vector. Abstract
