Abstract

Industrial relations is a concept that transcends the boundaries of the labor market such as social justice, income distribution and industrial democracy. At the same time, industrial relations are a highly complex system that is shaped by the social and economic policies implemented by countries. The institutional structure of industrial relations has begun to weaken with the transformation that has occurred in labor markets in recent years with the effect of neoliberal policies. For this reason, there is a transition from collective work relations to individual work relations. The weakening of the institutional structure of industrial relations has the potential to deteriorate the balance in labor markets and negatively affect whole.economy. In this context, the European Union attaches special importance to the industrial relations systems of the member countries. The Industrial Relations Index is published by the The European Foundation for the Improvement of Living and Working Conditions (Eurofound). The main purpose of this study is to reveal whether there is a link between the welfare regimes implemented by the European Union member countries and the Industrial Relations Index. In addition, the purpose of the study is to determine the reasons for which the index values are high or low in which welfare regime. Abstract Industrial relations, whose institutional structure has gradually weakened in recent years with the effect of neoliberal policies, is a system that concerns not only the labor market but also social life. Industrial relations, which strengthened in parallel with the spread of protectionist state policies since the middle of the 20th century, affected many socio-economic policies until the 1980s, especially thanks to its strong institutional structure. After the 1980s, the prevalence of neoliberal policies began to weaken the institutional structure of industrial relations and shift labor relations from collective relations to individual relations. This transformation that emerged after the 1980s in the structure of the industrial relations system showed itself as the loss of rights in working life. Especially since the mid-90s, many of the policies implemented under the name of flexibility in labor markets have revealed deregulation in working life and loss of rights. This situation was reflected in social life as the intensification of poverty and injustice in income distribution. As the institutional structure of industrial relations, which will balance this process, has lost strength, the imbalance in the labor market has increased.
