A particular attention is paid to the constitutional and legal status of a man and a citizen, national minorities, the Ukrainian people as the only source of power in their state. Considering Ukraine�s state and legal reality it seems especially interesting and topical to have been traced the basic nature of unicameral and bicameral legislature, their distinctive features and political and legal efficacy as well as emphasizing the Prime Minister�s independence and the determination of the judges� specific status. Abstract

The article deals with the analysis of the views of constitutional state by the Ukrainian diaspora scientists in law in interwar period made basing on their scientific and theoretical heritage. 二战期间(1918-1945)散居乌克兰的科学家对宪政国家的看法
本文以乌克兰散居法学家的科学和理论遗产为基础,分析了两次世界大战期间乌克兰散居法学家的宪制国家观。作者回顾了这些科学家对宪政国家的一般科学观点和学术科学观点的多样性,并展示了法律组织的本质、国家建立的理念及其在未来乌克兰主权建设中的实施方式。文章还揭示了他们的国家建设理论的内容和特点,特别是对宪法立法机构在国家建设中的作用以及议会、政府、法院和宪法监督机构等基本宪法和法律机构的看法。特别注意人与公民、少数民族、乌克兰人民作为其国家唯一权力来源的宪法和法律地位。考虑到乌克兰的国家和法律现实,研究一院制和两院制立法机构的基本性质、它们的特点和政治和法律效力,以及强调总理的独立性和决定法官的特殊地位,似乎特别有趣和有意义。关键词:宪政国家,乌克兰侨民,法律观念,权力部门,国家体制。
