The results show a six-factor structure (security policy, defense posture, technological ambition, dominant and shifting paradigm, science and technology, industry knowledge base, and resources) and 24 items. It is concluded that the use of questionnaire results might better reflect multiple aspects of decision making in defense R&D policy.
