Abstract
This paper presents a philosophy of institution-wide PACS implementation that provides a framework for deciding, "What is the optimal time to install PACS?". The analogy is made to the purchase of a personal computer, the key determination being whether the technology can appropriately satisfy the application's need without compromise. This requires a clear knowledge of one's institutional needs, coupled with knowledge about the state of the industry. Both these can be satisfied by putting out an RFI (Request for Information).
