A Study on the Causes of Information System Failure

Abstract

While Information systems expand application as a basis for economic and social activities and people's living, coupled with the scale and complexity of software, their failures and the associated problems are reported and became a pressing issue to ensure the reliability and safety. The report, however, says that in both Japan and the United States the success rate of information systems development is less than 40% (Standish Group, 2016; IPA, Japan, 2016). According to recent studies, the causes of information system failure consists in the context elements that work on the social, behavioral, political aspects, rather than the technical aspects (C. Sauer, 1993); "context gap between the parties" leads to "information systems failure" (Negoro Otaka & Fukasawa, 2011). This paper examines the case of information system failures using quantitative and qualitative method, and reviews context awareness of stakeholders.
