The aims of this study are: 1) To describe how the bureaucracy reforms during the COVID-19 pandemic at the Level III Army Hospital, Dr. Reksodiwiryo Padang; 2) Describe what are the inhibiting factors in the reform bureaucracy during the covid-19 pandemic at the Level III Army Hospital, Dr. Reksodiwiryo Padang; 3) Describe the efforts made in dealing with obstacles to the reform bureaucracy during the covid-19 pandemic at the Level III Army Hospital, Dr. Reksodiwiryo Padang. This type of research is qualitative, where qualitative is a research method based on the philosophy of postpositivism, used to examine the condition of natural objects (Sugiyono 2014:9). Informants in this study were: Head of Medical Room 1 person, Patient Medical Recap employee 1 person, Medical Room Nurse 1 person, and Patient 5 people. .. The types of data are primary data and secondary data collected through interviews, observations, and library research. The analysis technique used is qualitative analysis. The results of the study were found in the implementation of patient services during the Covid-19 pandemic at the Level III Army Hospital, dr. Reksodiwiryo Padang, there are several changes from health services before the Covid-19 pandemic. Army Hospital Level III dr. Reksodiwiryo Padang ensured that every officer had carried out a health check. Periodic inspections are also carried out. The examination includes a physical and mental examination. Officers were also given examinations related to Covid 19.
