The analysis was based on the three key performance indicators in mobile parameter as Reference Signal Received Power (RSRP), Reference Signal Received Quality (RSRQ) and Received Signal Strength Indicator (RSSI). A measurement of channel quality represented by Signal to interference plus noise ratio (SINR) is used for measuring link adaptation. Abstract

Rwandan operators are switching 3G to 3.9 G/4G. However, there is some overlapping between 3G and Long Term Evolution (LTE). Further, mixed 2G, 3G and LTE network remain in place due to the high cost. So it is needed to measure the four basic radio resource management (RRM) in LTE system in order to ensure the desired quality of services.
