Abstract

Levied CO2 emission tax on power plants is an effective way to realize China’s emission reduction targets, but it also will push up the price level and cause negative feedback on real economy. Introducing tax rebate mechanism is a good way to solve the problem above. Based on the concept aboved, and considering the oligopoly market structure at generation side, an optimization model for emission tax of power plants considering tax rebates and it’s embedded equilibrium model for power market was established in this paper. An example showed that the optimization model for emission tax of power plants proposed in this paper can conducive to the realization of energy-saving emission reduction targets and hold down power price level. 碳减排目标下考虑退税的电厂CO2排放税优化模型
对电厂征收二氧化碳排放税是实现中国减排目标的有效途径,但也会推高价格水平,对实体经济产生负反馈。引入退税机制是解决上述问题的一个很好的途径。基于上述概念,考虑发电侧寡头垄断的市场结构,本文建立了考虑退税的电厂排放税优化模型及其电力市场嵌入均衡模型。算例表明,本文提出的电厂排放税优化模型有利于实现节能减排目标,降低电价水平。本文提出的排放税优化模型具有现实意义。
