HUMAN RESOURCE AS A FACTOR OF ARCTIC DEVELOPMENT

Abstract

The theme of the Arctic occupies a central place in public administration in terms of the opportunities available in this territory. Human capital is considered as the main resource of the state, the main resource of the region, the main resource of the munici-pality, and all policies along the entire vertical are aimed at its development. Attracting only investments in the region's economy without the development of human capital, without the formation of an environment, will not allow the implementation of the targets that guide both at the federal level and at the regional level.
