Additionally, the use of biological fertilizers results in high-quality and healthy crops for consumption. The objective of this research is to analyze the activities of the Center for Development of Biological Agents (CDBA) based on local farmer knowledge through the concept of the Smart Economy, which aims to harness local resources from goat livestock waste to produce biological compost fertilizer using natural decomposer material innovations. The innovation is developed through the propagation of mycorrhiza spores using goat livestock waste as a growing medium through the fermentation process. The fermented fertilizer produced is highly nutritious and aids in plant growth while providing protection against diseases and drought conditions. The research methodology used is qualitative descriptive with data collection techniques involving interviews, observations, and documentation. The theory employed in this research is the SWOT analysis theory, using the Local Economic Resources Development (LERD) approach as an alternative for locally informed development, encompassing six main focal points: (1) Governance, (2) Management Processes, (3) Target Groups, (4) Location Factors, (5) Policy Focus, and (6) Sustainable Development. These main focal points are analyzed using SWOT analysis theory, including Strengths, Opportunities, Weaknesses, and Threats that may arise. The results of this research demonstrate that the development of biological fertilizers through CDBA is successful and has created business opportunities for local farmers, leading to increased income for the farmers. The research focus has been achieved and is in line with the SWOT analysis theory using the Local Economic Resources Development (LERD) approach.
