This review paper examines the digital divide and Information and Communication Technology (ICT) access in rural communities across Africa and the United States, employing a comparative analysis to understand the multifaceted nature of digital disparities. Through an exploration of theoretical frameworks, including Technology Acceptance Models, Socio-Economic Models, and Cultural and Policy Analysis, the paper highlights the complex interplay of factors influencing ICT access.
