Abstract
The article explores various points on the problem of economic sovereignty with an
emphasis on the problem of determining the carrier (subject) of the ES. The theoretical
foundations of ES are analyzed from the standpoint of various theoretical schools and
directions. Changes in the interpretation of the state economic sovereignty of Russia
and the supranational sovereignty of the EU are considered. The political
predetermination of the ongoing processes of sovereignization in the foreign economic
policy of Russia and the EU is stated.
