Abstract
Many cases of serious human rights violations in Indonesia have yet to be resolved completely. Every change in the presidency and vice presidency, issues regarding serious human rights violations are always brought up, especially the Semanggi I case; however, until now, there has been no concrete resolution undertaken by the government. This research will discuss the issue using a normative juridical research method.
