To develop effective and inclusive transition policy, a better understanding of different perspectives on decarbonisation challenges is needed. In this paper, we use Q methodology to address this gap with an analysis of EPI decarbonisation in Sweden and Norway. The research draws on 50 interviews where different types of stakeholders sorted and reflected upon statements that describe potential decarbonisation challenges. Through factor analysis, we identify four salient narratives in each country, which emphasise different problems and trade-offs. However, we also find similarities across the narratives, both within and across countries. A key challenge that is emphasized in both countries is to ensure a sufficient supply of electricity at competitive prices.
