Strategy of Transformation of a Medical University into a Research university 医科大学向研究型大学转型的策略

The transformation of medical universities into research universities is one of the promising models for the development of organizations of higher and postgraduate medical education. Development according to the model of a research university based on the generation of new knowledge through research and development, effective management of intellectual property and commercialization of new knowledge and developments will ensure the broad development of fundamental and applied scientific research for the needs of the industry and the country, training based on scientific achievements, broad international partnership in science with leading academic and scientific centers, as well as large-scale promotion of the results of scientific research and innovations in the practice and policy of healthcare.The purpose of this study was to select and justify the necessary conditions and measures for the transformation of medical universities into a research university. To achieve this goal, the domestic and international experience of creating research universities was analyzed. The object of the study in Kazakhstan was the development programs of research universities already established in Kazakhstan. The analysis of Kazakhstan's experience indicates that both multidisciplinary universities and universities with specialized areas (technical, medical, agrotechnical) can receive the status of a research university. The transformation in the research university is aimed at significantly strengthening the scientific component in the university's activities by widely attracting funding from domestic and foreign grant-givers, increasing funding from the University for scientific research, creating a broad infrastructure for research and innovative activities at the university, creating favorable conditions and motivation for the teaching staff to engage in research and innovative activities, supporting scientific schools, opening a commercialization office and a business incubator, developing scientific publications of the university, etc. All these measures are aimed at increasing the share of income from scientific activities, the growth of publications, the citation rate of articles, the number of international and national patents, the volume of commercialization of research results, improving positions in national and global science rankings, etc.An analysis of international experience indicates that a modern research university works in the interests of a dynamically developing society, it is a training center, a leading research center, as well as a center for innovation and translation of the results of scientific and innovative activities into the field of practical application.The proposed strategy for the transformation of medical universities into research universities includes the following key areas: strengthening and continuous development of the university's human resources in the field of scientific and innovative activities; formation of an e

Kazakhstan Healthcare System Within Independence: Main Stages and the Perspectives of the Development 独立中的哈萨克斯坦医疗体系:主要阶段及其发展前景

Significant changes have taken place in all spheres of activity, including in the field of healthcare over the 30 years of Independence. Medical and demographic indicators, health indicators, their structure, personnel and other resources show the dynamics of past and current changes to determine future trends. This study was performed to analyze the development path of the republic's healthcare system over the years of independence. We conducted a review of program and conceptual documents, in particular "The Concept of further development of healthcare of the Republic of Kazakhstan", approved by the Decree of the Government of the Republic of Kazakhstan dated May 25, 2000 No790, as well state programs for the development of healthcare. The comprehensive measures taken have made it possible to improve medical and demographic indicators. Resource-saving, stationary substitution technology has been developed. The material and technical base of medical organizations is being improved, healthcare facilities fitted with modern equipment have been put into operation. A competitive environment is being formed among medical service providers. A stable epidemiological situation has been ensured for most infectious diseases with a high 95% coverage of immunization against 11 vaccine-controlled infections. The volume of the journal article does not allow analyzing all the achievements, shortcomings and problems of healthcare over the years of independence. However, the trend in the development of the healthcare system allows us to conclude that the domestic industry in the future will take its rightful place in the global healthcare system and the population of the country will be provided with medical care that meets the international standard of advanced countries

What is the problem? • Imperfection of the regulatory legal framework for the provision of various measures of social support to young specialists, graduates of medical education and science organizations of the Republic of Kazakhstan and, accordingly, a low level of travel and employment of young specialists at the place of their personal distribution. • Lack of transparency and insufficient efficiency of the distribution mechanism and provided measures of social support for young specialists, university graduates at the republican and regional levels. • Low motivation and satisfaction of medical workers, including young professionals, arriving to work in rural areas of the Republic of Kazakhstan. Policy options Variant of politics 1. Perfection of normative legal base, qualificatory effective measures on social support of young specialists, graduating students of medical Institutions of higher learning. Variant of politics 2. Цифровизация and automation of distribution of young specialists, graduating students of organizations of education and science mechanism, and also the measures of social support rendered to them for an openness and transparency of process on the platform of www.enbek.kz. Variant of politics 3. Development and implementation of a separate section on employment and social support measures in the Concept for the Development of Rural Medicine, taking into account the existing domestic and international experience. Vision for implementing policy options. Estimating possibility of introduction of the offered variants of politics taking into account present barriers and possibilities, we come to the conclusion, that all three variants of politics complement each other. Background: Epilepsy is a neurological disorder of the central nervous system. Inflammation can disrupt the blood-brain barrier, which serves to maintain brain homeostasis. Epilepsy typically occurs in the young and elderly. Further research into epilepsy is needed in order to develop and understand the most appropriate diagnosis and clinical treatment of epilepsy, along with the patho-physiology and mechanism of epilepsy. A well-managed program of research into epilepsy will help to develop a more focused understanding of the occurrence ratio and reasons behind the high prevalence of epilepsy throughout the world. In total, around 50 million people in the world suffer from this neurological disease. The fact is that if the disease is diagnosed properly, sufferers can lead a life seizure-free, as it is estimated that 70% of people with epilepsy recover and lead a normal life. The World Health Organization (WHO) estimates that three quarters of the cases occur in low-income countries. People suffering from epilepsy often face discrimination and stigma in their societies. Objective: To explore the functional role of long non-coding RNA (lncRNA) Hox transcript antisense RNA (HOTAIR) in hippocampal HT-22 after lipopolysaccharide (LPS) stimulation. Methods and materials: An in vitro model was constructed using LPS treatment. Inflammatory cell injury was monitored through changes in cell viability, cell apoptosis and levels of inflammatory cytokines. The HOTAIR level after LPS stimulation was evaluated using the qRT-PCR method. Afterwards, HOTAIR expression was inhibited via cell transfection. The impact of HOTAIR depletion on LPS-induced cell inflammatory injury, and key kinases of NF-κB and MEK/ERK pathways, were investigated. Results: The results of the experiment indicated that LPS treatment led to the upregulation of HOTAIR in HT-22 cells, and LPS-induced cell inflammatory injury was reduced by HOTAIR knockdown. Intriguingly, HOTAIR depletion suppressed the phosphorylated levels of crucial kinases of both NF-κB and MEK/ERK pathways. Inflammation can disrupt the blood-brain barrier, which serves to maintain brain homeostasis. Epilepsy typically occurs in the young and elderly. Further research into epilepsy is needed in order to develop and understand the most appropriate diagnosis and clinical treatment of epilepsy, along with the patho-physiology and mechanism of epilepsy. A well-managed program of research into epilepsy will help to develop a more focused understanding of the occurrence ratio and reasons behind the high prevalence of epilepsy throughout the world. In total, around 50 million people in the world suffer from this neurological disease. The fact is that if the disease is diagnosed properly, sufferers can lead a life seizure-free, as it is estimated that 70% of people with epilepsy recover and lead a normal life. The World Health Organization (WHO) estimates that three quarters of the cases occur in low-income countries. People suffering from epilepsy often face discrimination and stigma in their societies. \u0000Objective: To explore the functional role of long non-coding RNA (lncRNA) Hox transcript antisense RNA (HOTAIR) in hippocampal HT-22 after lipopolysaccharide (LPS) stimulation. \u0000Methods and materials: An in vitro model was constructed using LPS treatment. Inflammatory cell injury was monitored through changes in cell viability, cell apoptosis and levels of inflammatory cytokines. The HOTAIR level after LPS stimulation was evaluated using the qRT-PCR method. Afterwards, HOTAIR expression was inhibited via cell transfection.
