Human factors applications to emergency operating procedures in Mexico 人因在墨西哥紧急操作程序中的应用

The applications of human factors engineering to the emergency operating procedures (EOPs) of the Laguna Verde Nuclear Power Plant in Mexico are presented. Human factors were considered for the development, validation, implementation, and training of the Laguna Verde EOPs. During the Laguna Verde probabilistic risk assessment, experience was acquired in the area of EOPs. This led to updating and improving the EOPs for the plant; these were validated and installed in the control room and simulator. An EOP training tool has been developed. To further aid the operator in the control room, the Mexican Electric Utility (CFE) will install an integrated computer system. Human factors work is being performed to aid in the determination of the locations of the equipment and the furniture design for the control room.<>

In the past, research efforts have been aimed at finding specific relationships between training and safety. Such efforts have attempted to quantify the effects of training on safety. The approach presented by the author is not quantitative. This approach is qualitative and uses aspects of a systematic process already in place to emphasize areas where changes can result in improved training and performance and, as a result, improved safety in the nuclear industry.<>

An interactive Part Task Trainer (PTT) to support procedural training on a USAF ground control communications satellite program has been developed. The PTT emphasizes cognitive skills and supports training for not only command and control operations, but also hardware maintenance of the ground equipment. The PTT is comprised of authoring tools which define realistic simulations utilizing object based applications, interactive instructional controls, performance feedback, and student record keeping. The first prototype of the PTT was developed, tested and successfully used in an actual training environment.<>

The Nuclear Regulatory Commission (NRC) published a 'Human Factors Regulatory Research Program Plan' to address the research needs of the NRC regulatory users and many of the broader NRC research recommendations. The program plan lists five current regulatory issues associated with human factors in the nuclear power generation system. These issues include: personnel performance measurements: the personnel subystem; human-system interface; organization and management; and reliability assessment. The author discusses the efforts of the Nuclear Management and Resources Council (NUMARC) to become the coordinating organization that would bring industry expertise to bear on the specific issues related to the NRC Human Factors Research Program.<>

Individuals licensed to operate US commercial nuclear power facilities are required by the US Nuclear Regulatory Commission (NRC) to pass a periodic requalification examination in order to maintain their license. In a regulatory impact survey conducted by the NRC, these examinations were cited by the nuclear industry as a significant source of stress on operators. The potential for undue stress to unnecessarily degrade operator performance in the examinations prompted a study to identify the specific sources of undue stress and potential methods of reducing the stress. This study was conducted using interviews, examination observations, and questionnaires. The results indicate that the three fundamental sources of undue stress are: (1) repeated changes in the examination process, (2) inconsistency in interpretation of the guidelines for administering the examination, and (3) specific examination content and grading practices.<>
