STRATEGIC PLANNING TRENDS IN THE REGIONS (ON THE EXAMPLE OF THE ALTAI TERRITORY) 各地区的战略规划趋势(以阿尔泰地区为例)

The article contains the features of regional strategic planning in the context of the implementation of the national priority — people-saving. The purpose of the study is to determine the key vector of regional strategic planning, taking into account current trends and realities of the pandemic. The study is based on official data from the Federal State Statistics Service. The basis of the research methodology is a logical-epistemological toolkit with a linkage of general scientific methods of comparison and correlation analysis. It was found that the mortality rate of the population is of critical importance in achieving national strategic priorities. And, consequently, the identification of factors of an increased mortality rate is a priority analytical task in the implementation of a regional strategy of socio-economic development. The results of the studies carried out provide the initial basis for the development of municipal strategies. In order to concretize targeted management decisions, it is further necessary to determine the relationship between mortality from specific diseases and the availability of doctors in the relevant specialties, with access to the schemes of targeted training of doctors for municipalities. More ambitious further tasks — to identify factors and assess the strength of their influence on the mortality of the population; to create an integrated model using Data Mining tools, which provides support for making management decisions aimed at reducing mortality in the region.

TRENDS IN THE DEVELOPMENT OF COOPERATION IN MODERN RUSSIA 现代俄罗斯合作发展的趋势

The article presents the results of the analysis of the main trends in the development of Russian cooperation from the point of view of state statistics data, the world experience of the countries of the Asia-Pacific region, data from the website of one of the leaders of the cooperative movement — the Tatar Consumer Union. Statistical analysis of generalizing indicators (absolute and relative indicators of dynamics, indicators of structure) and graphical representation of data were used as research methods. The available resources served as an information base: published scientific articles, data from the Russian state statistics, digital content of the Tatpotrebsoyuz website. As a result of the analysis, the most popular areas of cooperation in the countries of the Asia-Pacific region are identified; the direction of the Russian dynamics of development in industrial cooperation (number of members), consumer cooperation (investment in fixed assets), housing and construction cooperation (commissioning of the total area of residential premises, delivery of apartments, the area of apartments rented) are outlined; detailed the development of the Tatar Consumer Union is detailed.

PROBLEMS OF DEVELOPMENT OF THE ENERGY INDUSTRY IN THE ARCTIC TERRITORIES 北极地区能源工业发展的问题

The electric power industry is a branch of energy that includes the production, transmission and subsequent sale of electricity. Generating companies do not sell electricity directly to the population, but produce electricity and supply it to the wholesale market, where it is bought by sales companies, guaranteeing suppliers, independent energy marketing companies and large industrial consumers. Based on the results of a comparative analysis of the financial activities of energy marketing enterprises of the Russian Federation, problems are identified, imbalances and strategic plans for their development are determined. The results showed that the development of the energy industry as a whole depends on the financial activities of guaranteeing electricity suppliers. Unlike an independent power supply company, the activity of guaranteeing suppliers is less profitable and low-profitable, and the financial condition, in turn, is characterized by low solvency and financial stability. The authors have identified the weaknesses and strengths of this development. It is noted that the weakest side is the violation of the repayment terms of funds in settlements by electricity consumers, which leads to the formation of a negative financial result. The identified problems of financial development allow production us to form direction.

RATING SYSTEM OF FINANCIAL EFFICIENCY OF INDUSTRIAL ENTERPRISES IN PROVIDING THE SUSTAINABILITY OF THE RUSSIAN ECONOMY 工业企业财务效率评级体系在提供俄罗斯经济可持续性方面的作用

The article shows the necessity and importance of forming a rating of financial performance of companies. The goals and problems of rating companies according to the criterion of financial efficiency are formulated. The indicator (Tobin’s coefficient) used in world practice for rating companies in terms of financial efficiency is presented and an algorithm for its calculation in relation to the peculiarities of Russian financial statements is presented. The financial performance rating is based on the methodology for assessing the company’s value. The main inaccuracies that are present in the calculations of the cost of companies in the Russian scientific and practical literature are noted. In this regard, the algorithms for calculating the key indicators that form the value of the company’s value have been refined. The results of calculating the rating of financial performance for twelve leading Russian companies engaged in industrial production in the field of mechanical engineering according to their financial statements for 2020 are presented. The calculation results are analyzed in comparison with the rating of companies in terms of annual revenues, total assets and return on equity.

The article examines the current state and economic trends in the functioning of the tourism industry in Kazakhstan. The object of the research is the economy of the Pavlodar region. The subject of the research is the tourism industry and strategic investments in its development. In the course of the study, special attention was focused on the dynamics of the nominal and real contribution of the tourism industry to the regional economy, the territorial distribution of tourism services and their structure, trends in employment and labor productivity, the production capacity of tourism organizations and the state of their fixed capital. When assessing the real contribution of the tourism industry to the development of the economy of the Pavlodar region, the dynamics of demand for tourist services from individuals and legal entities was investigated. For the development of the tourism industry, an integrated analytical assessment of strategic investments was carried out on the basis of forecasting the gross regional product and its growth rates, the share of tourism in the region’s economy, the dynamics of the volume of tourism services, and the return on assets of tourism organizations. Strategic investments in the development of the tourism industry are diversified in two priorities — fixed assets and human resources, including business processes. Implementation of the developed investment policy makes it possible to significantly increase the volume of tourism services in the region, triple labor productivity in the tourism industry, and strengthen the positive trends in the contribution of the tourism industry to the regional economy. The research carried out has a practice-oriented character. The research results will be used in the system of activities of the Regional Department of Tourism and Sports.

COMPREHENSIVE DIAGNOSIS OF THE EMPLOYMENT SITUATION IN THE CONTEXT OF HUMAN RESOURCES SECURITY OF THE ENTERPRISE 全面诊断企业人力资源安全背景下的就业形势

In the context of a crisis economy, the need for an analysis of the employment of enterprise personnel is significantly updated — the most important socio-economic category, which largely determines the level of competitiveness and personnel safety of the economic entity. The theoretical component of the work is devoted to substantiating the essence of the definition of «employment of enterprise personnel», positioned as a system of social and labor relations within the framework of a specific labor cooperation; accordingly, the methodological component of the work is argumentation, description and illustration on conditional examples of seven key points that form the concept of the study of personnel employment at the current research stage. The central place in the article is given to the presentation of the original author’s methodology for a comprehensive (satisfied-structural) assessment of the situation in the field of employment of enterprise personnel, based on the allocation of complex types of employment and the development of the Employment Matrix, which allows you to diagnose the achieved level of personnel security, identify problematic issues and justify targeted management decisions aimed at their normalization. In conclusion, the distinctive features of the methodology are emphasized (simplicity, visibility of the presentation of results, diversification of use, universal nature), and the legality of its replication in specialized publications is justified.

PROSPECTS FOR THE TERRITORIAL DEVELOPMENT OF THE REPUBLIC OF TYVA 提瓦共和国领土发展的前景

The article discusses the processes of improving the regional policy of Russia from the policy of equalizing the parameters of socio-economic processes of the regions to the policy of stimulating the implementation of competitive advantages of the regions. The territorial heterogeneity of the Republic of Tyva as an object of regulation is investigated. It is determined that the current division of the territory of the republic into four zones: Central, Western, Eastern and Southern, which differ in terms of output and parameters of social development, remains relevant and determines the differentiation of measures for regulating socio-economic processes. It is concluded that in the conditions of improving regional policy in the republic, it is necessary to develop and implement a conceptual document: a concept, strategy or action plan for regulating territorial development, which allows linking goals and resources, which is strategically important due to the border position of the region. In Tyva, it is necessary to form a purposeful policy of regulating territorial development. The purpose of the territorial policy is proposed to be defined as equalizing the access of residents of the republic to social services, the development of border territories to prevent the outflow of population through the adoption of a set of measures, including the activation of natural resource potential.

LABOR POTENTIAL OF THE RURAL POPULATION OF THE NOVOSIBIRSK REGION: STATUS AND PROSPECTS 新西伯利亚地区农村人口的劳动潜力:现状与展望

The article presents the results of the study of labor potential on the example of the rural population of municipal districts of the Novosibirsk region. During the research, the databases of the state Statistics Service and the Ministry of Labor and Social Development of the Novosibirsk Region for the period from 2015 to 2021 were used. In connection with this goal, the article examines the structure of the population of the region with the allocation by urban and rural settlements; by age variables (by the number of years and in relation to the period of working capacity); indicators by municipal districts. The data on migration of the rural population are compared. To characterize the quality of labor potential, an assessment of the performance indicators of municipal districts, depending on the number of permanent population of the districts, was carried out. The degree of use of human capital studied based on the analysis of the average number of employees of economic entities by type of activity. To assess study the potential of labor resources, the unemployment rate for municipal districts is considered.

WHOLESALE MARKET OF ELECTRICITY AND POWER AS RESULT OF RAO UES REFORM (ON THE EXAMPLE OF ALTAI KRAI) 改革后的电力批发市场(以阿尔泰地区为例)

The article examines the specific structures and mechanisms of power supply to consumers that have developed as a result of the so-called market transformations of RAO UES of Russia. Reforms, conceived as market reforms, in fact, ended up as a conglomeration of administrative and bureaucratic structures and certain principles, rules and procedures that vaguely resemble market relations. In fact, the transformation of the electric power industry was forced to take into account the anti-market nature of its functioning: first, technological (specificity of the product and the industry); second, organizational and administrative, requiring a special organization, which is fundamentally different from the traditional market for goods and services. Therefore, the transformation of the electric power industry, carried out by the method of trial and error, has gone through a rather difficult path of registration, re-registration, change of the legal status of market participants. Almost all the processes of buying and selling electricity and capacity are surrounded by numerous rules, restrictions, institutions that have nothing to do with the market. This concerns the choice of counterparties, electricity payment processes and especially capacity, when the consumer pays in advance for the goods that were not actually purchased from the supplier.

DEVELOPMENT MANAGEMENT OF INDUSTRIAL ENTERPRISE 工业企业发展管理

During strategy development and implementation industrial enterprises face conceptual difficulties, that are similar for enterprises of the military-industrial complex due to their institutional, industry and integration characteristics. The article proposes a methodological approach to the strategic management process organization with an emphasis on the implementation stage of strategic development. Also, modern operating concepts, mechanisms and tools for enterprise development management are considered. Current requirements are highly important. Documents regulating the development management business process must comply with the principles of a quality management system (QMS), and mechanisms for analyzing large amounts of information should correspond to the procedure of mathematical modeling, neuroinformatics, hybrid expert systems, adapted at enterprises during previous empirical research. It is recommended to make employee reward system concern the level of implementation of company’s development projects.
