The article considers the implementation of management functions, which requires effective analytical tools and appropriate information support to provide real and potential investors and creditors, including foreign, true and unbiased information about the financial condition and performance of the entity reporting in our country. The implemented reforms in Ukraine are aimed at ensuring that the information is clear and unambiguously interpreted by each user. The qualitative characteristics of useful financial information provide the types of information that are most useful to current and potential investors, lenders and other creditors in making decisions about the reporting entity based on the information contained in its financial statements. The basic principles of information support of complex analysis and optimization of financial results by segments of activity taking into account specific groups of users of financial reporting on the basis of data of the improved system of internal analytical registers of components of financial result - incomes and expenses are defined. It is proved that it is necessary to provide information in the notes to the financial statements as part of the elements of operating costs for the following activities: production, services, performance of works, management costs, sales costs, other operating activities. Further optimization of the main factors and components of the results of activities provide an opportunity to significantly increase the efficiency of the entity, which reports in subsequent periods, while improving its financial condition. The article is devoted to the evaluation of the effectiveness of state support for milk production in Ukraine. It is proved that in order to overcome the negative trends in the industry and increase the investment attractiveness of dairy farming in the strategic and future perspective, it is necessary to increase the effectiveness of state regulation, increase state support and improve subsidy mechanisms. We believe that the positive impact on ensuring the efficiency of milk production in agricultural enterprises has also been achieved through the introduction of such a tool as subsidies to finance the construction of new farms. We believe that it is necessary to introduce cheaper costs for the modernization of production facilities in agricultural enterprises, construction of innovative processing facilities. It is proved that the low efficiency of state regulation instruments of dairy farming and large amounts of investment, the industry does not attract new producers. In addition, the country has not created appropriate conditions for the transition of OSG from milk production to small businesses and increasing the production capacity of farms, which also does not lead to the emergence of new players in the raw milk market. At the same time, the experts took into account the risk of entering new foreign players. It is established that the main factors of the external environment that affect the effective development of dairy farming are: state support of the industry and innovation, improving the investment climate. Internal factors of effective development of the industry are related to; availability and optimal structure of fixed and current assets; rational selection and placement of staff; rational use of forage lands; improving the breed composition of the herd; development of material and technical base; increasing the rate of renewal of fixed assets; increasing the level of mechanization and automation of technological processes; introduction of innovative technologies of cattle keeping and feeding; compliance with scientific requirements for herd reproduction; integrated diversification; development of the system of planning and forecasting, rationing and cost control; an effective system of employee motivation, a flexible management system and appropriate social security for employees. The article proves that the current stage of development of the agro-food sector of the country's economy is characterized by strong positions in world exports of agricultural raw materials and low-processed products (cereals, sunflower oil, etc.) and has import dependence on certain deep-processed products. . It is obvious that this situation does not contribute to food security, but also is an obstacle to increasing the global competitiveness of the studied sector and the country as a whole. It is argued that new risks, threats and opportunities necessitate the substantiation of strategic priorities for the development of the agri-food sector of the country's economy, taking into account current trends of innovation and sustainability. It has been determined that the development of deep processing of livestock products should be a priority in the meat processing industry and the deterrents of its implementation have been identified. Measures to implement this strategic priority are substantiated, namely the commissioning of new facilities for slaughter and deep processing, equipped with high-efficiency energy-saving innovative equipment, setting up the organization of raw material collection (including by-products). It is determined that the priority directions of development of milk supply chains should be: technical re-equipment, modernization and reconstruction of milk production, introduction of resource-saving and environmentally friendly technological lines; construction of new and modernization of functioning milk-receiving cooling and primary milk processing points, creation of small-sized milk processing shops on a cooperative basis; development of deep processing of raw milk and creation of production of such products as casein, whey powder, lactose, whey proteins, etc. The directions of development of deep processing of grain and sugar beets are given, which will promote the diversification of the product range. It is proved that in the current conditions of agri-food sector development the instruments of state regulation of certain types of production should be considered in the complex of support of both agricultural producers and processing enterprises, which will promote synergy for each level of the supply chain. The article is devoted to the study of long-term trends in the financing of agricultural enterprises in Ukraine. It is argued that agriculture is one of the most important types of economic activity for the Ukrainian economy, as together with other related types of economic activity (processing industry, trade) form about half of GDP. In such conditions, an important task of ensuring the sustainable development of agriculture is the financing of agricultural enterprises while respecting the principles of sufficiency and financial stability. The application of a system of absolute and relative indicators for empirical assessment of financing of agricultural enterprises of Ukraine, as well as technologies of regression analysis, correlation analysis is proposed. It is established that the financial resources of agricultural enterprises of Ukraine in the study period (2009–2019) increased 7.2 times, which exceeds the growth rate of total financial resources of enterprises in the economy and by type of economic activity (transport, warehousing, postal and chickens). activities, industry, construction, wholesale and retail trade, financial and insurance activities, etc.). It is argued that the periodization of financing of agricultural enterprises of Ukraine in the long run on the basis of seven features (total financial resources, equity, long-term liabilities, current liabilities, level of financial stability, priorities by size of enterprises and priorities by type agricultural activity). The empirical assessment of financial support of agricultural enterprises of Ukraine allowed to distinguish three periods: 2010–2013 – toincrease in financial resources of agricultural enterprises of Ukraine with the predominance of equity, ensuring the financial stability of enterprises, violated payment discipline; 2014–2016 – toreduction of financial resources of agricultural enterprises under the condition of predominance of borrowed funds, partial loss of financial stability of enterprises during economic, currency and political instability; 2017–2019 – toincrease in financial resources of agricultural enterprises in the direction of restoring financial potential with the transition of importance to medium and small agricultural enterprises specializing in the cultivation of annual and biennial crops, livestock, ancillary activities in agriculture and post-harvest activities. The subject of scientific research is the scientific and practical principles of development of the labor market and the market of livestock products in Ukraine. The purpose of the article is to substantiate the areas of formal employment and increase livestock production in agricultural enterprises. The data of the State Statistics Service of Ukraine, normative-legal acts of Ukraine and the following methods of scientific research are used: abstract-logical; system approach; monographic; statistical and economic; balance. Based on the analysis of meat and milk consumption by the population of Ukraine, it is proved that there is a violation of the balanced diet of the population, which is one of the main tasks of state social policy. Its structure has a large shortage of meat products (35 % of norm); dairy products (46 % of the norm), etc. In the studied period of 2014-2019, the production of livestock products, in particular beef and veal, significantly decreased. The scenario-empirical calculation of the increase in formal employment in agriculture due to the increase in domestic production of livestock products to ensure a rational food balance of the country and the formation of export supplies showed the following. It is possible to involve more than 900 thousand workers in agricultural enterprises. These indicators correspond to the need to increase the number of jobs in rural areas (about 500 thousand unemployed and more than 600 thousand self-employed people in households alone). It is proved that to ensure a socially oriented direction of livestock development in agricultural enterprises it is necessary to increase the efficiency of livestock production to ensure short-term employment and wages, stability of employment, development of rural areas and communities. Based on the analysis of economic indicators, livestock and cows in different types of agricultural producers, the content of employment in animal husbandry, it was possible to substantiate social and labor imperatives and the relevant organizational and economic principles of livestock development in large, medium and small agribusiness. The development of the latter is especially important due to the transformation of efficient rural households into farms and small agribusiness enterprises. The paper summarizes the experience in higher education institutions financing, substantiates the trends in their financial support models diversification. The study systematizes approaches to the organization of higher education institutions financing under market conditions and reveals their advantages and disadvantages in terms of the effects at the level of an individual and society as a whole. It defines tools and models of the financing under orientation on demand, supply and strategic purposes of the national development. The study proves the need to substantiate the rational balance of individual and social effects in higher education institutions financing, which can be achieved through a combination of market self-regulation and state regulation of the higher education services market. The system of methods was used in the study, namely: monographic – to define the research aim and conclusions, the method of theoretical generalization of foreign and domestic scientists was used to critically analyze the existing approaches to the organization of financing the work of agricultural education higher institutions. General scientific methods of cognition, such as analysis and synthesis, induction and deduction, systemic integrated approach, were used to systematize the models of financial support for higher agricultural education institutions and to generalize the conclusions. The paper substantiated that the state should take leading positions in higher education institutions financing. The role of state funding in ensuring sustainable development of agricultural education higher institutions has been identified considering the specificity of educational services and their role in ensuring sustainable development of the agricultural sector of the economy and rural areas. It is argued that the current conditions of free economic development and challenges the institutions face requires focusing on consumer demand and adjusting their educational services through prompt updating the changing educational programs based on modern research, attracting a larger number of stakeholders in the financing model formation. The modern tendencies typical of the market of educational services determining the expansion of the participants of the organization of financing the higher education institutions activity, are considered. The importance of financing elements focused on the innovations development, the role of which will grow in the future, especially in the form of competitive and targeted financing is revealed. It is proved that the results-based approach to the organization of financing also reduces the risks of macroeconomic inefficiency and contributes to reducing the information asymmetry. The study proves the need to substantiate the rational balance of individual and social effects in higher education institutions financing, which can be achieved through a combination of market self-regulation and state regulation of the higher education services market.\u0000The system of methods was used in the study, namely: monographic – to define the research aim and conclusions, the method of theoretical generalization of foreign and domestic scientists was used to critically analyze the existing approaches to the organization of financing the work of agricultural education higher institutions. General scientific methods of cognition, such as analysis and synthesis, induction and deduction, systemic integrated approach, were used to systematize the models of financial support for higher agricultural education institutions and to generalize the conclusions.\u0000The paper substantiated that the state should take leading positions in higher education institutions financing. The role of state funding in ensuring sustainable development of agricultural education higher institutions has been identified considering the specificity of educational services and their role in ensuring sustainable development of the agricultural sector of the economy and rural areas. It is argued that the current conditions of free economic development and challenges the institutions face requires focusing on consumer demand and adjusting their educational services through prompt updating the changing educational programs based on modern research, attracting a larger number of stakeholders in the financing model formation. The modern tendencies typical of the market of educational services determining the expansion of the participants of the organization of financing the higher education institutions activity, are considered.\u0000The importance of financing elements focused on the innovations development, the role of which will grow in the future, especially in the form of competitive and targeted financing is revealed. The paper aims to determine the features and justify the need to use state marketing to meet public needs as one of the types of marketing. It has been found out that the main goal of state marketing is to study and form a complex of needs (individual, group, public) and develop effective ways to satisfy them, taking into account real economic opportunities and other limiting factors. The study reveals the difference in state marketing and the political and social one. It is indicated that state marketing, along with well-known marketing tools, uses administrative, organizational, regulatory and other levers of influence. It has been established that the state represented by the central and local government bodies is the main subject of state marketing. The state can directly participate in meeting needs and (or) create an environment and conditions for their implementation. Some aspects of state marketing use are considered on the example of meeting the need for material support for people of retirement age. The main components of the set of state marketing in pension provision have been determined. It has been proven that they are all interconnected and interdependent and require research, further improvement and development. The key important tasks of the pension reform are considered. The decisive role of the state in pension provision has been proved. It is noted that radical measures are inappropriate to apply in the pension system reforming - it is necessary to predict the social consequences of the decisions taken, since they are often accompanied with active public protests. Therefore, any pension reform must be accompanied by appropriate marketing communications. The main goal of state marketing in pension provision is determined. It involves the development of a pension system aimed at qualitative satisfaction of individual and collective needs in pension provision, as well as in creating conditions conducive to its effective functioning. It is indicated that a comprehensive approach is required to reform the pension system along with improving the entire social protection system in the state, economic development stimulation, increase in the level of the population wages and employment. The article is devoted to the generalization of methodological approaches to the optimization of the insurance company portfolio of services and the development of an algorithm for optimizing the insurance company's services portfolio. Insurance market of Ukraine is in a state of transformation, which is associated with changes in the institutional conditions of insurance, changes in the priorities of policyholders, macroeconomic instability, the spread of the COVID-19 pandemic. Institutional changes in the insurance market of Ukraine and macroeconomic instability have led to the "cleansing" of the insurance market and the exit of insurance companies that do not ensure transparency, solvency and efficiency. In the three quarters of 2021, 41 insurance companies left the Ukrainian insurance market, ie one in five insurance companies ceased operations. The relevance of optimizing the insurance company's portfolio of services is proved, which is due to the need for insurance companies to review their own portfolios to ensure financial stability, solvency and efficiency in a competitive insurance market of Ukraine. It is proposed to consider the optimization of the insurance company's portfolio of services as a set of interconnected and consecutive stages that are consistent and logical, as well as adaptive to modern realities of the insurance market of Ukraine, aimed at achieving profitability and maximizing the value of the insurance company. The first five stages of optimizing the insurance company's portfolio should be considered the most important, as it provides for determining the methodological principles of optimizing the insurance portfolio. Substantiation of the type of insurance company's portfolio and justification of the list of criteria for optimizing the insurance company's portfolio are interrelated stages that determine the individual basic parameters of the optimized portfolio for the insurance company depending on the chosen type of portfolio. Calculations for the optimization of the insurance company's portfolio of services involve the implementation of economic and mathematical modeling of the structure of the insurance services portfolio and the definition of its targets. Factors, problems and risks are analyzed and systematized, in particular, technical-technological and innovation backwardness, peculiarities of economic cycles in economic systems of countries at different stages of development, as well as due to increasing competitiveness of some of them in the globalized world. crisis. It is revealed that the first global crisis of 2008–2010 was provoked by the uncontrolled spread of mortgage loans in the US real estate markets and the transfer of these processes to other countries, resulting in "financial bubbles", a market crash and a chain reaction involving others. markets. Emphasis is placed on the fact that when Ukraine's economy was in a state of permanent crisis, the domestic banking system withstood all domestic economic, financial, currency and other changes, as well as external turbulence, which provoked the strengthening of negative trends. It is established that the second financial and economic crisis of 2014–2016 is largely due to internal problems: much lower technological structure (third-fourth compared to fifth-sixth in economically developed countries), significant lag of Ukrainian industry in terms of innovation from industry EU countries, a high level of depreciation of fixed assets, much higher resource intensity and lower productivity, unrealistic in a few years to carry out innovative modernization of machine-building industries for the production of means of production. An acute threat has been revealed that the unlimited increase in speculative capital has exacerbated structural imbalances between the real and financial sectors.
