EVALUATING ECONOMIC EFFICIENCY OF REGION’S DEVELOPMENT PROGRAM WITH THE OPTIONS METHOD

The article considers the problem of evaluating the economic efficiency of the program of socio-economic development of the region in the face of uncertainty of quantitatively defined parameters – the costs of implementing software projects, the results of their implementation and the amount of funding. The authors propose a fundamentally new approach to assessing the economic efficiency of targeted programs, based on the use of a managerial option to account for the uncertainty of the listed parameters, as well as changes in the composition of projects implemented under the socio-economic development program. For practical use, the article provides an algorithm for solving the problem and original formulas for evaluating the effectiveness of the target program using managerial options for failure and expansion, which allows a comprehensive assessment of the economic efficiency of the program for socio-economic development in the region.
