Many governments around the world have developed open data portals and are using various policy tools to help make people aware of the existence of these portals and enable their use. The poster proposes a mixed-method research design in which data will be collected and analyzed using qualitative and quantitative methods; specifically, we plan to conduct semi-structured interviews and a survey administered to daycare center directors and teachers in Changwon City in South Korea.
