In carrying out the research, the author has distributed questionnaires to 113 respondents who are engaged as construction service actors, both as project owner as many as 18 respondents and as service providers as many as 95 respondents consisting of consulting service providers as many as 91 respondents and construction service providers as many as 4 respondents. . The data obtained from the distribution of questionnaires were analyzed using descriptive analysis. The application of Value Engineering is carried out on road and bridge projects that will be proposed and can also be carried out on ongoing projects. The level of education of experts and experience of personnel from construction service actors is the key to success in implementing Value Engineering.
