The American Society of Civil Engineers (ASCE) announced in its 2021 Report Card for America's Infrastructure that stormwater infrastructure has received a 'D' grade. The primary study objective is to help decision-makers deal effectively with the control measures of the limited-budgeted, ambiguous and inconsistently applied operation and maintenance of stormwater infrastructures. A five-dimensional assessment model for operation and maintenance of stormwater control measures (5D-SAM) was developed, including location, quality, time/quantity, cost, and environmental aspects. The model is very effective in helping decision-makers identify the current stormwater infrastructure conditions, predict the future state, manage the quantity and improve the quality of stormwater runoff in the most cost-effective manner. It helps determine whether a distressed stormwater system is beneficial to be demolished or it would be cost-effective to either repair, rehabilitate or retrofit.
