However, the existing user-side energy storage planning methods do not consider the selectivity of the basic electricity price billing method, and the evaluation and decision-making factors of energy storage planning schemes need to be improved. In this regard, this paper proposes a user-side energy storage planning method that takes into account the basic electricity price of different billing methods. Firstly, a user-side energy storage planning model is constructed with the objective function of minimizing the electricity cost, which takes into account the basic electricity price and the maximum investment capital of different billing methods. Then, a user-side energy storage investment evaluation decision-making method is proposed, which takes into account the net income of the investment period, the return on investment and the amount of capital, and the number of cycles of the energy storage.
