With the reassuring growth of multilateralism, international organizations fostered international cooperation. General debates preceding the adoption of resolutions in international organizations have afforded an opportunity for the ascertainment and assessment of the formation and evolving of the opinio juris. The assertion and recognition of the international legal personality of international organizations was accompanied pari passu by the acknowledgement of their treaty-making capacity.
