An efficient strategy is applied to find cost-effective and survivable optical distribution networks with metaheuristics in a short time. A novel metaheuristic with only few parameters, Yin-Yang Optimization (YYO), is proposed to solve this NP-hard problem. Its mathematic modeling and YYO-based algorithms are analyzed in detail. It can be applied to similar backbone network topology designs or other discrete optimization problems.
