摘要

中国电价的特点是工业和商业用户的高费率,以允许住宅部门的补贴消费。本文基于2003-2005年中国22个省份的数据,运用计量经济学方法对居民和工业消费需求的价格弹性进行了估算。分别计算边际成本和拉姆齐数。然后推导出中国的拉姆齐电价。对现行电价与拉姆齐电价的比较表明,现行电价不满足拉姆齐准最优标准,实证结果表明,电价交叉补贴会导致效率损失。我们还指出,在拉姆齐定价方案下,通过提高居民电价和小幅降低工业电价来减少或消除交叉补贴,可以提高经济效率和社会福利。
