From April 2015 to November 2016, the hospital was the stage for the implementation of a new ward for the hospitalization of people with mental disorders in crisis. The proposal was that people with acute mental health conditions could be hospitalized in their own city and in a general hospital, since the existing psychiatric hospitals in Brazil were considered to be of limited effectiveness and high risks of human rights violations. This process was analyzed using the theoretical reference of institutional analysis.
