First of all, the special characteristics of the marine environment must be considered. In order for the unmanned aerial vehicle to be operated according to the purpose of maritime traffic and safety, it must be capable of being able to air-sea double use it, which overcomes spatial limitations. It is necessary to develop technology that can overcome environmental constraints such as bad weather and geographical constraints such as near sea and long distances. Second, in order to create an ecosystem for technological development as well as industrial growth, legal and institutional support and criminal abuse prevention and punishment standards should be prepared for air-sea double use VTOL.
