The digital transformation is having a huge impact on the role and responsibilities of IT leadership, especially for Chief Information Officer (CIO). CIO is an important role that is in charge of digital technology to support the organization's goals. This research aims to study the competencies and risks of competency shortage of CIO, comparing government organizations to private enterprises in Thailand. The findings found that CIO competency consists of four main groups which are business, digital technology, leadership, and process and change. Sub-competencies of government organizations which have high risk level (high impact and high probability of shortages) are Enterprise Architecture, Process and Change Management, and Cybersecurity / Information Assurance.
