Dynamiques territoriales et dynamiques salariales : de nouvelles règles pour une nouvelle donne ?

The on-going evolutions of the employment policies can be analysed as the promotion of a new mode of local co-ordination of labour markets. Questioning the limits of such a notion, either on the “materiality” of work or on the institutional aspects of the labour relation, enlightens the territorial new deal generated by the recent laws for decentralisation. The position of the practises of negotiation into those processes can be pointed out as a key-issue. Actually, the predominance of consensus seeking over negotiation is to be directly related to the spreading of new ways of exercising power and/or authority (through the externality relation), but also to the spreading of new (procedural) logics in producing and applying the rules that shape both labour and territorial dynamics.
