The Methods used is descriptive qualitative with SWOT analysis. The results show that the position on the IE Matrix diagram is in quadrant IV which means it is in a Grow and Build condition. Meanwhile, in the SWOT matrix, it is in quadrant I, which means that the right strategy is carried out, which is an aggressive strategy. 摘要

在新冠疫情时代,为了提高中小企业的竞争力,有必要进行中小企业人力资源开发。本研究旨在探索Palopo中小企业人力资源质量发展战略的有效制定,以支持中小企业在Covid - 19大流行时代的竞争力。使用的方法是描述性定性与SWOT分析。结果表明,IE矩阵图上的位置在第四象限,表示它处于生长和构建状态。同时,在SWOT矩阵中,它在象限I,这意味着执行了正确的策略,这是一个积极的策略。可采取的其他策略包括提高人力资源技能,掌握数码技术,以支持业务发展。
