摘要

人口的大规模(完全)分配不仅是在疾病方面而且在健康方面对人口进行个人护理的最高形式。向全体人口提供医务室服务符合初级保健的实施(卫生组织、儿童基金会————阿拉木图，1978年)，如果满足某些组织、个人和专业方面的先决条件，同样可以在我国的条件下到2000年实现这一目标。后者不仅依赖于保健服务，而且具有整体的社区性质。
