The purpose of this research is to analyze the shortcomings of existing regulations and provide revised suggestions to the regulations. This research method uses normative research methods. The result of the analysis is that the regulation on waste management that currently exists is not comprehensive enough to regulate waste management. Waste management guidelines are technically submitted to the Regional Regulations causing uneven regulations and the implementation of these regulations is also inadequate. In Singapore, the waste management process is handled by the National Environment Agency and has the full support from the Government. The waste management process in Singapore is done by collecting waste with a special truck and then recycling and burning with an integrated system. Based on those problems, the laws and regulations related to waste management must be changed. In the preparation of the revision, Indonesia needs to learn from various other countries that already have a good system, such as Singapore. This is because the existing rules have not been able to regulate the entire waste management process. This rule needs to be prepared starting from the smallest scope, namely the scope of households, then from garbage carriers in the village scope, to the management at the Final Processing Site (TPA). The existence of regional autonomy to set their own waste management rules is not wrong. 摘要

印度尼西亚已经制定了2008年第18号《废物管理法》及其衍生法规。然而,废物管理法规的条件和需求不断增长,因此该法规目前不符合印度尼西亚废物管理需求的发展。在各个最终处理场(temat Pemrosesan Akhir),由于无法容纳现有的垃圾,出现了一些侵蚀。本研究的目的是分析现行法规的不足,并对法规提出修改建议。本研究方法采用规范的研究方法。分析的结果是,目前存在的废物管理法规不够全面,不足以规范废物管理。废物管理准则在技术上提交给区域条例,造成条例不平衡,这些条例的执行也不充分。在新加坡,废物管理过程由国家环境局处理,并得到政府的全力支持。新加坡的废物管理过程是用一辆特殊的卡车收集废物,然后用一个综合系统回收和燃烧。基于这些问题,必须改变与废物管理有关的法律法规。在修订的准备过程中,印尼需要向其他已经有很好的制度的国家学习,比如新加坡。这是因为现有的规定无法规范整个废物管理过程。该规则需要从最小范围即家庭范围开始制定,然后从村庄范围的垃圾运输者开始制定,再到最终处理场(TPA)的管理。区域自治制定自己的废物管理规则的存在并没有错。然而,有必要在管理中增加适用于全国的强制性规则。
