摘要

为推动安全文化评估工作,本文开发了国内首个在线安全文化分析评估系统--安全文化分析程序(SCAP)。SCAP以24模型中的32个安全文化要素为基础,提供网页版和微信小程序两种登录方式。它可以满足个人、团体、企业随时随地进行安全文化评估的需求,也为高校开展安全文化实验提供了便利。SCAP 的应用表明:(1)SCAP 功能丰富,具有很强的科学性和通用性。(2)SCAP 可按总量、人员、安全文化要素、员工个人要求等类别输出评估结果,并可与系统中存储的最高值和最低值进行比较。这便于直观地了解当前的评估状况。(3) SCAP 生成的建议报告可以帮助评估单位有针对性地改进安全文化,形成 "建设-评估-建设 "的动态机制循环。(4)今后将根据不同行业和领域的特点,运用 SCAP 设计更有针对性的问题,兼顾行业的适应性和特殊性。
